Sheree Lowe

Retired Vice President of Policy, California Hospital Association (CHA)

Sheree Lowe built a long career focused on health policy, regulatory strategy, and behavioral health system improvement. She served more than two decades as Vice President of Policy for the California Hospital Association, where she represented public and private hospitals providing mental health and chemical dependency services across inpatient, outpatient, and emergency department settings. In this role she worked with state and federal agencies, legislators, and hospital leaders to address policy barriers, strengthen compliance frameworks, and improve access to behavioral health services throughout California.

Lowe guided hospitals through complex legislative and regulatory requirements affecting emergency departments, mental health treatment, and substance use services. She developed statewide education programs to help hospitals implement evolving laws and regulatory standards while advancing policy solutions aimed at improving coordination and safety within the behavioral health care system.

Earlier in her career, Lowe served as Director of Long Term Care Services for the California Association of Health Facilities, where she monitored legislation and regulations affecting long term care providers serving older adults, individuals with developmental disabilities, and patients with serious mental illness. She also worked as a consultant and instructor for the Quality Care Health Foundation, leading national training programs on federal long term care regulations and compliance.

Lowe earned a Master of Public Administration in Health Services Administration from the University of San Francisco and a Bachelor of Science in Business Administration from Sacramento State University.
